If the report doesn't mention any actual significant rot then taking the steps he recommended will probably take care of the moisture issue. If you aren't sure about the rot, then call your inspector and ask him to clarify if there are any areas that need to be fixed or if you should probably just remediate the issues he mentioned. I would guess/assume that if the situation were serious that he would have noted it specifically. I would show the report to the owner and ask him if it would be ok if you had someone give you an estimate for that work. I know it can be tricky doing this on a house you don't own, but just try to get in the ballpark and maybe you can get it taken off the purchase price.
