only if the laminate of the existing counter top is fastened properly and no bubbles or waves or loose areas. If ok, then rough up the counter top with sandpaper. lay down your tile with only thinset using the spacers or the self spaced tile, whatever. Then use your grout as normal, but the most important thing is to seal the grout with silicon sealant.

Remember, the thinset should take a day to cure out, then you can apply the grout, the grout will take three days to cure out before sealing. Seal it thoroughly and do the test stated on the product. seal with several coats, as you will never be able to seal it again.
