The moisture problem sounds bad if it's ruined a floor or 2 already. You need to talk to an installer to see what they'd do in your situation. And even with that, they may not be able to guarantee the work.

Depending on their evaluation, a moisture barrier may be all that's needed. But even with that, it won't last forever. Eventually, if there's high moisture in the room/house, it needs to be addressed. Talk to the installer about a dehumidifier. Again, I'm only talking about ways to alleviate the problem; NOT fix it. In any event, I wouldn't recommend a wood-based floor. It will fail quicker than vinyl. You may have to 'raise' the floor as part of the solution too. This will make the cabinets and doorways seem lower. (Doors and trim may have to be cut so talk to the installer.)
