And I don't know if I have any answers for you. BUT, I Think in order for the pump to completely prime itself, it has to have enough water in it to pump, so it can develop enough "suction" to "pull" the water all the way up. The fact that you were able to get a partial vacuum in the inlet pipe indicates that the pump is developing some pumping action. A good sign.
What MAY work is to loop the outlet back into the inlet so that the pump does not empty the prime all at once. Then, after the pump is started, gradually open the outlet. Hopefully the pump will then completely fill to lift the water all the way up the pipe.
