On concrete, and I would think it would work on brick as well. I am assuming that we are talking about a horizontal surface that is outside with good ventilation.
Thake a bag of cat litter and form a dam around the oil spot. Take mineral spirits and pour a liberal amount on the oil spot. Let soak in for a minute or so, add more if necessary, and then pour cat litter over the area. Sweep the litter back and forth over the spot until everything is soaked up. Sweep up all the litter, and let the spot dry. If necessary, repeat.
I have used this method on concrete where a car that leaked dirty engine oil sat daily for over a year, and it completely removed the spot.
