the contact cement did not meet there or none was applied to that area or you got an air pocket. You can do a few things depending on how large the air pocket or wave is: lay a bag of ice on the wave and see if the cold will contract the formica enough to lay down, or you can drill a small hole in the wave and inject glue into the area and roller pin it out and set weights on the area to secure it down, or you can just pry up that formica and do it right.

In my opinion, you do not have too many options.
