It depends. If you have a moisture problem, the measures are different. If you don't but suspect you will, the method is different. BUT, no matter what the scenario is, IF you have a moisture problem, you need to 'fix' that first, then go from there. You may find that you're not willing to spend the $$$ for Phase I. And belive me, there's nothing worst than having a finished basement with a moisture problem no matter how minor it is.

PS: I know this doesn't answer your question directly. Drylok Sealer with cement-products in them and 6 mil plastic membranes are typical products used in finishing a basement that has very little to no moisture problem.
