it's a little late, but... the most likely reason is you are useing the wrong volage from the fluorescent lightbulbs. check the ballast (small, ussually black, box) for the voltage, then check the fluorescent lights to see if they match, if they do, then it is either your starter, or your ballast. make sure the wires are pro[erly hooked up, if not, that is the problem. otherwise you may have to replace your satrer or the ballast.
p.s. the starter is usally located inside of the ballast.
