These fellows have given fine advice, but my view is: don't you dare touch those sashes. You chose to live in an old house. Windows that are nine feet high and 110 years old are pretty special. If your Porche burned too much gas would you attempt to modify it? Before you touch those windows, consider:
Do you have good, wooden, working storms (they're available with removable inserts). Have you stripped the old paint out of the window channels and tightened the stops? Is the parting bead in good condition? Is the window stool tight? Very important--Are the sash fasteners functioning and holding the windows tightly shut? Have you removed paint build-up from under the lower rail? My guess is that if your house is "cold and drafty" then your windows are not functioning as they were intended to. Don't blame the design.
