I appreciate everyones help.
We do not have gutters I thought the tube was a vent.We frequently have sprinkler bans in our town and most people have irrigation wells.Since this has a cement bottom it is not a well.Since the large pipe is half way up the tank I assume it drains into the tank.since the smaller tube comes out of the big pipe and goes to the bottom of the tank and has a filter I assume this sucks out the water.I have no way to trace the pipe with out digging up my lawn.I thought it might be a graywater pit.The large pipe does not go toward the house.There is a corroded and fallen pipe (not in use) in my basement that exits on the wall next to the tank but does not appear to go into the tank,but it could or could have.
