TERMOPSTAT WIREING

TERMOSTAT HAS TWO BLACK WIRE LEADS IN AND TWO BLUE WIRES. THE VOLTAGE IS 220. IT CONTROLS A SMALL ELECTRICAL HEATER. APPEARS TO BE A PIG TAIL CONNECTION. IS IT CORRECT TO WIRE THE TWO BLACK LEADS IN TO THE BREAKER (DOUBLE 30AMPS) AND THE BLUE ON TO THE PIG TAIL PLUG. ARE THE GROUND AND NUETRAL WIRE PART OF THIS SYSTEM.
