Termite susceptible dwelling

We have had a re-occuring problem with termites. This is in an older house that sits on a pier block foundation and it has underpinning. Over the years, the ground around the property has built up, which makes the house and its foundation to appear to be sitting in a hole. This gives us a drainage problem during heavy rains as water tends to pool under the house. Over the years, the pier blocks have sank into the soil, decreasing the amount of crawlspace to less than a foot. What can we do to remedy this situation?. And what would it take to make this house more termite proof? As we have had several repairs episodes because of termite damage. Any advice or suggestions would be greatly appreciated. Thank You!
