Temperature control on steam radiators

The heating control is a small, mostly chrome device that is screwed into a 1/4" hole in the side of the radiator. The control has a small hole at the top and a numbered wheel at the bottom. Theoretically, you adjust the heat by turning that wheel (I'm guessing that 1 = low and 8 = high). My experience has been that turning the wheel does nothing.
