Telephone wiring

I recently moved into an apartment in Manhattan and am having difficulty getting phone service. AT&T tells me that my signal is live "at the pole" but wants to charge me an additional $100.00 for the final step to activate my service which they refer to as a "tie down". AT&T also states that I can hire someone else to do it or do it myself for much cheaper. Does anyone know what a "tie down" is and how I can do it? Thanks!
