I'm no expert on tar paper, or roofs, but having had four houses built, I can offer some advice on that experience. With new home construction, you are forced to have a relationship with your builder. He will be responsible for repairing all those little problems that you will find after you move in. Examples of those I have had experience with are leaking plumbing, foundation problems, and electrical outlets that don't work. Please don't think that you won't have problems. Your relationship needs to be based on trust and respect. I don't think that is possible with this builder, judging from his response to this problem. I would terminate the contract with him, and find another builder. There is always another house and lot somewhere.
