Your question has been answered a hundred times over at the plumbing forum at do a search for water pump or pressure tank, etc. or post a new question there. Usually the cutin pressure is set at 1 or 2 psi above the lower setting on a 50/30 psi or 60/40 psi setup. They've described the procedure for that before.
