Your inspector may have some ideas, although he may have only said that you need to take the wall apart. The only thought that comes to mind is the possiblity of using a hammerdrill with a very long bit to drill into the footing, insert rebar with epoxy, and then fill the wall cavities with concrete. I don't know if that would pass with your inpsector. Any solution you arrive at should be discussed with the inspector ahead of time. Apologies don't fly in this area of life. Ask permission ahead of time and you'll save yourself a ton of headaches. Remember that your inpsector is there to help you build a safe place to live. He's not your enemy.
