I assume that when you say porch, that you mean that its raised above the ground. The cold concrete floor and the warm moist air create a hot and cold front, creating a rain storm, which results in water droplets a they cool and deposit the water on to the concrete floor.
1/ If its raised above the ground then I believe if you insulate the porch from underneath with a vapor barrer that this might solve your problem of sweating.
2/possibly you could install a fan to remove the humidity from the space, much like a fan works in a bathroom to remove the humidity.
