Sweating Pipes in my Basement

My basement is heated except for a small room in the front where the water pipes come in from the street. About two weeks ago the main floor's wooden floor (above this small room) started to warp (very much so). I immediately thought humidity. Went down and found what looks like a flood all the pipes are sweating incredibly!!
What should I do?? Insulate?? but the pipes are already wet. The front basement room is iced over, the wetness starts were the heated pipes meet the un-heated pipes. Do I insulate everything????
