If you get surges in the shower, you either have a pressure balanced faucet that needs a new cartridge, or you do not have a pressure balanced faucet and you need to install one. When a toilet is flushed, it lowers the pressure in the cold faucet, and robs the cold side of the shower. This causes a pressure differential, if you have a presssure balanced faucet it eliminates the surge associated with the pressure differentials. It also can go bad and allow the same surges.
