This is done all the time. I would also suggest just for safety purposes, that you set a concave pvc track over the wire as it travels under the carpet pad just in case.

This extra protectant could make alot of difference if you accidently dropped something sharp or heavy on that wire area and exposed the wire.

Where the receptical will be you will need a hand sledge hammer and maybe a 1/2 inch hammer drill to dig out a recessed area for the box to sit into.

I did this just about a month ago. The homeowner was very smart, he had me dig out a hole in the slab for the box then carve out a channel into the slab for the wires to travel or lay in so that they would be below the surface than I set a pvc plate all over this area.

Worked out nice.
