Greetings Jack,

Depending on where the deck is, you maybe able to use a floor jack to raise the deck up to release the pressure on the post. Then you could dig down and remove the old post, pour the cement and reinstall the post.

Do this one post at a time if you need to. It's a pain in the @$$ but, worth it.

By the way, have you checked the flashing?
