sump line to sewer

As a professional home inspector in Virginia, it is not my responsibility to point out city/county ordinance or building code violations.

We are to test each system of the home to ascertain its performance, i.e., to ensure that each system of the house is performing as it is intended to.

Unless an item directly impacts the home buyer in terms of safety or financial expense, it should not matter to any privately contracted home inspector whether your sump pump drains to the sewer or to the yard. In fact, if the water draining to your yard accumulates close to the house, the inspector should be more concerned with that.
