Subfloor help!!

I'm in the process of finishing my basement. One area I know very little about is flooring. We were going to just put carpet on the concrete floor, but living in Wisconsin, I would like to figure out an inexpensive way to have a warmer floor. I have done a moisture test (72 hours with a taped rubber back mat), and we don't have a moisture problem. Someone told me that I can just lay down 1/2" OSB for flooring, directly on the concrete...?? Is that true? Doesn't the sheet have to be elevated off the concrete floor with some sort of legs? I am concerned about losing "head room". What about vapor barrier or sealing the concrete? Does that need to be done? This probably seems like a dumb question, but I really know nothing about this area...
