Bob,
First lay your sub-flooring material, Then set your cabinets, on the sub floor, [depending upon on how high your tile will set above the sub floor], don't waste tile under the cabinets no point in that even if you can afford it. The only place that I can see a problem might be in the under counter appliances such as the dishwasher that will have to be removed from time to time. Measure and read the spec's on the new appliances and go from there. Your last 2 sentences will work, read them. You've answered your own ?'s
