The best method for what I think I understand you to be attempting is to sheath the brick with a new stucco substrate structure. Furring and resheathing the brick with a suitable material and mesh (and some of the commercial mesh products are self-furring) will give you a surface that will take and retain the new stucco with no grief down the line. If you try to stucco directly on the brick, the brick had better be darned tight or you'll be chasing cracks forever, even using one of the fiberglass and latex containing stucco bases. Go down and talk to a lath/plaster/stucco supplier and get good advice and a free education. What you're attempting is not real difficult and you might ride down the street and stop and watch some commercial stuccoing being done at a construction site. The modern materials allow for great results. Check with you local code administrator to see what permits you need and again, get some free advice on how to do it right. Luck, Kizmet
