As a structural engineer, I hesitate to say 'as many as you want' with no structural effect. I think a safer piece of advice is to say as long as your holes are 2 1/2" or further up from the bottom of your joist, you shouldn't have any problems. The bottom of your joists should never be notched out, though, particularly near mid-span, as this area is the primary stress point of your joists.
