Have you tried Dad's Easy Spray, or Circa1850 Furniture Stripper?
Also, make sure you're using the product according to the dirrections, sometimes you have to sand first, and generally they tell you to ensure the surface stays wet with stripper while you're working, (generally 15 - 30 minutes.)
If none if the above is your problem, pick up small quantities of different solvents (lacquer thinner, acetone, methyl hydrate), and try rubbing them on your surface. One of them should work!
