Any alteration to a stream is subject to permitting by the Army Corp of Engineers and possibly to review by fish and wildlife officers. I have had to develop restoration plans for clients that failed to obtain proper permits and were fined for violations of the clean water act. While you CAN do this, if you don't go through the proper permitting first, your life can change financially.
