Strange Toilet Happenings

I have one bathroom upstairs and one downstairs in my home. It seems that whenever we flush the upstairs toilet, it drains nearly all the water in the downstairs toilet and we also notice a funky sewer gas smell downstairs in the bathroom. The toilet downstairs can sometimes be a tad slow to drain, but never really appears to be clogged. My guess is that maybe the sewer gas pipe that peeks out of the roof could be clogged, creating a vacuum when the upstairs toilet is flushed?

Otherwise, I have no clue. Advice? Suggestions?

If it is this pipe that is in fact clogged, does anyone have a recommendation on how to clean it out? Can this be done from in the house as it's located on a very steep part of the roof? Thanks much in advance for your advice!
