stone patio

Ok, here is the deal. I want a patio that is raised so that when sitting in a chair on the patio I can still see over our stone wall to see the city which we look down on.
I also want a stone patio (as opposed to a deck) because it will look more natural/less intrusive to our surrounding (I live in New Mexico.)
We have stone already for the project.
Now I am not a real handyman but my friend is and he thinks that we should be able to haul in dirt/fill to the height and area that we want the patio, compact the fill, set and level our stones on the top, fill in the joints with fill or sand and then put river rock, vegetation, and larger rocks on the grade up to the patio to keep it from settling.
Basically I want to know if this sounds feasible or not. Any tips or ideas on this? or on other ways of constructing this?
