stone foundation

I live in a duplex where we both have stone foundation. I get water in the basement most of the time when it rains and when the snow melts.
On the concrete floor, you can tell that someone before us has added another layer of cement, and in most area, the top layer is breaking apart.
There are lots of cracks, that when you step near them, you can see the water bubbling up. I know we would have to dig around all three sides of our
house, apply something on the stone foundation, add gravel, weeping tiles and then cover the ground. Should I remove all of the cement on the floor
and apply a new layer of cement or hire a professional???? It's so discouraging of having a very wet basement.
