First I would clean the wall with TSP a hardware store item. Remove the wall paper by wetting it down with a sponge and peeling it off.
If you have glue on the walls after removing the wall paper and can't remove it with water try using Rubbing alcohol for removing the glue. them sand lightly. I don't think I would paint over the wall paper but someone else might know if you can. I do know if you use a [kils ][brand name] type primer to prime the plywood walls they will paint very well.
