standing water in crawl space

have a ten year old house on the west coast of canada ,and when it rains i get water leakage from under the cement skim coat on the floor that works it's way up between the floor and side foundation and pools in a number of different locations.
i try extending the outside down pipes to get the water further away, but it seem like it did not work as planed.
one thing i do know is that i live in a subdivsion that was heavly back filled to get the whole area level and was filled with a lot of clay so therefore i'm also fighting that as a problem too.when we dug for the fondation we had to go down six feet to hit hard pan for the footings. so any advise would be helpful before my house rot's from the inside out???????????
