Hi Rhonda
You have the same problem I had before redoing my basement 3 years ago. The problem isn't so much moisture as it is a stale, stagnant, moldy smell. This is what happens when natural moisture in the air collects on cool spots (cement walls for example) and in the absence of light and air movement, begins to form mold spores that smell musty. The best solution is to design an HVAC that will ensure the movement of air throughout the basement area. Do your ductwork now before putting up any partitions or finish work. Another help is light...which molds can't live with. Might want to think of adding a couple of windows that face South.
