Gil, yes, you can attach a stairwell drain in this way, but it brings up a question or two; Does the stairway and a door already exist?

The reason I ask is that if there's no door or stair right now, normally your external drain tile will be located on TOP of the footing, where your interior tile is beside the footing, just below the floor.

If your exterior tile is on top of the footing, you would need to cut it at each side of the stairwell, reduce and reconnect it with a 2" solid pipe that will be buried in the landing concrete, on top of the footing, with your drain on a tee in the middle of the run. Be sure to use a trapped drain to prevent airflow to the interior.
