When you originally repaired the steps, did you drill and put anchor bolts in the steps to stop the new cement from snapping off? .... Also with your new construction, there should be minimal concern on rebar bleedthrough as long as they are coated with the black machine oil... I also agree with tomh that you have your work cut out for you, as for easter sunday you may just want to do a repair and then replace afterwards from the footing stand point, if you rip everthing open and find you have to dig below for footing... that may have to be done by hand... I cant see the steps, but that may be a problem that takes a while.
