I recently replaced a speed switch in a Hunter ceiling fan. I came across the same problem...only high and off. I took the old switch apart to see where the problem was. The switches in the Hunter brand fans are not the same configuration as a standard speed switch. A normal speed switch has a cylinder with a single metal tab on it that touches a single contact each time you pull the cord. The Hunter brand speed switch works completely opposite. The cylinder in the middle of it touches three contacts at once and leaves one open. The open contact is the source of your speed control. I replace the bottom half of my switch (which contains only the mechanical section...cord, spring etc...)with that of a standard switch and it works great. Hope this helps.
