South Carolina uses the International Residential Code (ICC- International Codes Council) which does not require a weather barrier beneath horizontally installed vinyl siding:

However the IRC DOES require that all windows and doors be properly flashed (IRC Code section 703.8)...

In addition to being a 20+ year builder, I am currently training for certification as an ICC International Residential Code inspector.
