Sounds like inadequate preparation of the surface. Or more like no preparation. Old oil paint surfaces should ALWAYS be deglossed before repainting, either by sanding or a chemical deglosser. This is especially true when using latex over oil paints.

Did your painter leave a can of touch-up? If so, just read the can. The surface preparation instructions are usually on the can.
