soundboards (help I hear my neighbor's bass)

Although, I own my home, it is next to an older house; they actually touch each other. I've asked the renter to have her kids turn down the music. I hear the boom boom from their stereo; sometimes it is as though the sound is coming from my house. The walls are flush and the 2 homes are flush together;nothing in between. My house was built in 1991; the other house is older. Do I need to build another wall to stop the vibration? Am I correct in assuming that their drywall is vibrating against the studs, then vibrating agains my drywall?

Please explain why I hear their music? The owner of the building won't do anything. Woudl soundboard over the wall, then drywall help? Or should soundboard and soundboard insulation be installed?
