I wouldn't be too sure about the hedge suggestion.

Studies by highway departments have shown that solid barriers are the most effective ways to reduce sound levels. That is why those large concrete walls are cropping up along highways in urban areas.

Even simple solid stockade fences were effective in reducing sound. Weave and shadow box fences were barely effective, and vegitation was about the least effective.

They found it takes over 100 feet of densely wooded area to accomplish the same type of sound reduction as a simple solid fence.
