Sound Proofing My Co-Op

Help!!!! Please!!!!
I finally purchased a co-op and I'm very happy. However, I have a very serious problem with noise. There is no insulation between walls, floors, ceilings. I can hear my neighbor's stereo and TV, who lives down stairs and over one unit. Unfortunately for me, he prefers his music at 3AM. (Told the manager). My question, what can I do to eliminate as much noise as is possible, without knocking down walls etc. What about "sound proofing" paints, spraying on cellulose??? Would appreciate any advice you can offer. Best regards, Mary
