I have the same situation you have. I have a two story house that was converted into a 2 separate apartments. The floor upstairs seems to be a tongue and groove kind of flooring and the joists are about 6 inches and a plaster ceiling is underneath that. I live on the bottom floor and noise transmition is incredible. Hesitant to do anything until I know of something that would really work. Some people have suggested blown insulation in the space between floor and ceiling. Some have suggested cement boards ( wonder boar , dura rock) over the floor, then padding and carpet. Some people have suggested lowering my ceiling and adding insulation there with a sound deading board and resilient channels then drywall for the finishing layer. Have you tried anything?
