Hi Steven,
I recently had to insulate the exterior walls of a house I'm restoring. I used icynene foam. It is a liqid injected into the walls and does not give off any harmful gases. I had to put a bath in next to a breakfast room so I had them put the foam in the wall to block noise. It works really great. Of course, in your case the sound may still come through the windows.
