The reference you gave refers to painting laminated cabinets; NOT countertops.

In addition to what Jim -ATS said, when the paint chips off of the countertop (and you see I said when, not IF), it creates a health-hazard. Plus, the countertop starts to look like 'crap'. I've heard of folks making attempts to attach new laminate to their existing laminate but the problem with the underlying substrate still exists. (Say, for example, it's cracked, it's wharped, etc., etc..) The underlying problem in these cases end up showing themselves in the NEW laminate.

Good effort, abrat, but a little short in what was asked. My best to ya and hope this helps.
