Urine cannot be completely removed from the floors. The stain permiates the wood and cannot be bleached, etc. Sanding may slightly lighten the stain, but it will definately not remove it.

The only true solution is to replace the effected floorboards. Should you remove the floorboards, you will see the stain has even seeped through to the bottom of the wood.
