The house is 20 years old. The foundation is block. The system is installed by breaking up ~18" of floor around the perimeter. This is then dug up and pipe is placed next to the footer sloped toward the sump. The ditch is filled with gravel, weep holes are drilled into the block. A product like 'Sheet drain' is installed over the weep holed into the gravel filled trench. A new portion of floor is then poured.

My apologies for not explaining the problem better. You know what they say about assuming.
