Iím assuming that, by outlets, you mean the receptacles you plug electrical items into, and by phones, you mean the phones that use power to operate such as cordless models?
Do you have a standard phone? By that I mean a phone that works by simply plugging into the phone line to work, with no power pack to plug in. If not, try to get one and see if your phone line works independently of the power.
If your out-of-towner covered a time when a storm was in your homeís area, the problem may be a power surge from a lightening strike, car accident, or etc.
Try also plugging a lamp or something else into the power outlet(s) in question, of course, unplugging the suspect phones. Also, try plugging in your phones somewhere else. It may be that a surge fried your phoneís power converters.
