It is a good idea to shut off the power to the solenoid before removing wires, as the solenoid may be 115 volts, but usually a humidifier solenoid is 24 volts. Removing a wire would be the same as shutting off the power; if the power is off and the solenoid still passes water, it must be replaced. Possibly, cleaning it by letting it sit in white vinegar for a day might clean it, but a new one is inexpensive enough to replace it and be done with it.
